ABOUT THE PROJECT
The Santa Teresa Strategic Plan is a planning process led by the New Mexico Economic Development Department. The STSP seeks to coordinate efforts led by public and private entities to develop infrastructure, industry, and community in the Santa Teresa area of Doña Ana County, New Mexico, part of the dynamic Paso del Norte Region.
The Strategic Plan will support and encourage economic development by identifying infrastructure needs, costs, and funding mechanisms.
The Plan will lay out a phased and coordinated approach for sustainable growth in Santa Teresa through deliberate infrastructure investments.
The Study Area
The Santa Teresa Area of Doña Ana County offers major opportunities for economic development in the dynamic Paso del Norte Region, which includes Doña Ana County, El Paso Metro, and Ciudad Júarez.
The area’s location near key transportation routes, adjacent to an international border crossing, and within a Foreign Trade Zone make it an advantageous location for industry. These characteristics have attracted major interest from companies in recent years.
The Plan’s Role
Santa Teresa’s potential has attracted major interest from private industry, developers, and levels of government from local and federal. But given the area’s size, an effort is needed to coordinate public & private initiatives and partnerships in the area.
The Strategic Plan will identify key infrastructure projects, phasing, and funding mechanisms. The plan will help fill in “missing pieces” in infrastructure and resources needed to catalyze the success of the area. Crucially, the Strategic Plan is intended to support existing initiatives as much as possible, rather than dictate projects to private enterprise or to local governments.
